Abstract

Flash floods are among the most frequent hydrometeorological disasters in Indonesia, causing significant social, economic, and environmental impacts. Approximately 27% of Indonesia’s population lives in areas with a high flood risk. Indonesia’s equatorial location and the effects of global climate change have increased the intensity of extreme rainfall, particularly in Sumatra. This study aims to assess flash flood risk levels in Aceh and North Sumatra Provinces using a Geographic Information System (GIS) approach. Spatial analysis was conducted using rainfall, slope, land use, topography, and watershed characteristics. The results indicate that lowland areas, downstream river basins, and environmentally degraded regions exhibit high vulnerability to flash floods. Recent flood events in Aceh and North Sumatra further highlight the importance of GIS-based risk mapping to support disaster mitigation and sustainable development planning.
