Siyasah maliyah islamiyah sebagai upaya mitigasi dalam fenomena korupsi
Abstract
Corruption is a multidimensional problem that has serious impacts on national stability, economic inequality, the decline in the quality of public services, and the crisis of public trust in government institutions. In Indonesia, corruption occurs not only at the lower levels of bureaucracy but has also spread to high state institutions. Various positive legal approaches have been implemented, but the results have not been optimal as they have not addressed the root moral and structural issues. This article discusses Islamic fiscal policy (siyasah maliyah Islamiyah) as an integral approach to mitigating corruption. Through normative and contextual approaches, this article explores how Islamic values such as trust (amanah), justice, transparency, accountability, and the system of oversight over officials' wealth can shape clean and effective public financial governance. Additionally, siyasah maliyah also emphasizes the optimization of Islamic social funds (zakat, infak, waqf) as instruments for fair wealth distribution to reduce economic disparities, which are one of the triggers of structural corruption. This study concludes that the implementation of siyasah maliyah Islamiyah can not only strengthen the anti-corruption system institutionally but also build individual moral and spiritual awareness, which is the main foundation for creating a clean, transparent government oriented towards the welfare of the community. Therefore, the integration of these values into contemporary public policy is highly relevant for Muslim countries, including Indonesia, in the effort to realize good governance based on ethical and divine values.
