Pancasila functions as the foundation of the state as well as an ethical guideline for all aspects of national and state life in Indonesia. Among its five principles, the second principle, Just and Civilized Humanity, plays a fundamental role in ensuring the protection of Human Rights (HR). This paper aims to examine how the implementation of the principle of humanity can serve as both a normative and practical foundation for the enforcement of human rights in Indonesia. The study is conducted through a literature review by analyzing various academic sources, legal regulations, and official documents. The findings indicate that the values of just and civilized humanity provide a moral basis for the legal system, which regulates the balance between the rights and obligations of citizens. The implementation of these values is reflected in the strengthening of the constitution, particularly the post-amendment 1945 Constitution, as well as Law Number 39 of 1999 on Human Rights. However, its application still faces several challenges, such as discrimination, violations of civil liberties, and a lack of legal awareness. Therefore, the internalization of humanitarian values through policies, regulations, and cultural practices is required to ensure that the enforcement of human rights in Indonesia is more consistent, fair, and aligned with the principles of civilized humanity.
