Abstract
The development of startups and MSMEs in Indonesia shows an upward trend in line with the economic transformation based on innovation and digitalization. However, the high rate of business failure in the early stages of growth indicates the need for structured support through business incubators. This study aims to identify the determinants of business incubator success through a literature review approach. The method used was a qualitative literature review of national journal articles relevant to the topic of business incubation in Indonesia from 2019–2024. The analysis was conducted thematically to categorize and synthesize key findings from various previous studies. The study results indicate that business incubator success is determined by several key factors: the quality of mentoring and support, access to networks and collaboration, incubator management and governance, the availability of supporting facilities and infrastructure, and institutional and policy support. Mentoring and business networks are the most dominant factors in increasing startup capacity and sustainability. These findings confirm that incubator success is the result of the interaction of complementary internal and external factors within the entrepreneurial ecosystem.
