Fostering moral character and ethical values among citizens through anti-corruption education

Corruption in Indonesia has transformed from a mere legal violation into a structural and cultural social pathology. Eradication efforts based on a penal legal approach have proven to suffer from structural fatigue and fail to address the root causes of the problem. This article comprehensively examines the role of Anti-Corruption Education (PAK) as a strategic preventive instrument for reconstructing moral character and civic ethics (civic virtue). Using a literature study method, this article analyzes how internalizing integrity values can break the chain of normalization of corruption in society. The study results indicate that PAK is effective when implemented through a three-dimensional approach: moral cognition, moral affection, and moral action, supported by a transparent institutional ecosystem. Moral reconstruction through this educational pathway is a long-term investment in producing citizens with ethical immunity to corrupt behavior.
