Zakat and waqf management have great potential to improve public welfare and realize the welfare of the people, but its realization in Indonesia still faces various challenges in the aspects of management, literacy, and technology utilization. This study aims to analyze the challenges of zakat and waqf management from the perspective of Maqashid Syariah and to see the gap between potential and realization. This study uses a descriptive qualitative method with a library research approach through data collection from scientific journals, books, articles, and various relevant literature sources. The results of the study indicate that zakat and waqf management in Indonesia is still not optimal due to low public literacy, weak institutional governance, limited human resources, and less than optimal digitalization, so that it is necessary to strengthen the management system that is professional, transparent, and based on Maqashid Syariah so that the potential of zakat and waqf can be realized optimally in improving public welfare.
