Inclusive education in Indonesia aims to ensure that all students have the right to access education without discrimination, including those with special talents. However, in real life, there are many problems that hinder the education of gifted children within an inclusive framework. The purpose of this study is to examine inclusive education policies in Indonesia and how these policies are implemented in providing educational services for gifted children. The method used is a literature review with data sources obtained through the use of Google Scholar to search for scientific journal articles, academic books, and relevant education policy documents. Grouping the literature into the subjects of policy, educational practice, educator capabilities, curriculum, and factors inhibiting implementation is a descriptive-analytical analysis method used. The results of the study indicate that although Indonesia has strong normative policies aimed at inclusion in education, these policies have not specifically addressed the needs of students with special talents. Implementation at the educational unit level still faces obstacles such as insufficiently skilled teachers, undifferentiated curricula, and a lack of supporting facilities. This study suggests that inclusive education policies must be strengthened to meet the needs of gifted children. This should also improve the quality of implementation through teacher training and the development of flexible learning services.
