The development of digital technology offers significant opportunities for the availability of learning resources in primary education, yet its use still faces various obstacles. This study aims to analyze the challenges of digital learning resource availability in elementary schools and madrasah ibtidaiyah, and to formulate strategies for improvement. A literature review approach was used, examining national journal articles published between 2020 and 2025. The findings reveal three main challenges: limited technology and internet access, a lack of quality digital content suited to pedagogical needs, and the economic constraints faced by students' families. Recommended strategies include strengthening teachers' digital competence through continuous training, reinforcing school infrastructure and digitalization policies, developing contextual digital content, and fostering collaboration among educators, technology developers, and government. This study is expected to contribute to policymakers and educators in designing more equitable digital learning resource distribution at the primary education level.Downloads
