Amid the fast-changing landscape of the 21st century, digital literacy has become a fundamental requirement students must possess. The rapid advancement of information and communication technology compels every individual, particularly young people in higher education settings, to be capable of accessing, evaluating, and producing digital content critically and responsibly. Nevertheless, a number of studies reveal that the digital literacy levels of Indonesian university students remain inconsistent, with a noticeable gap between institutions located in urban centers and those in remote areas. This paper sets out to critically examine the pattern of digital literacy implementation across Indonesian higher education institutions through a review of relevant scholarly literature. The approach adopted is a critical and comparative analysis of national and international journal articles published between 2018 and 2024. The review findings indicate that the implementation of digital literacy in Indonesian higher education continues to face several obstacles, including limited digital infrastructure, uneven digital competence among educators, and the absence of systematic integration of digital literacy within the curriculum. In closing, this article underscores the need for comprehensive policy measures and collaborative efforts among government bodies, institutions, and students to enhance the quality of digital literacy implementation in Indonesian higher education.
