This study aims to apply the Multi Objective Optimization on the Basis of Ratio Analysis (MOORA) method to determine road development priorities in Medalem Village, Senori District, Tuban Regency. Determining road development priorities is a multi-criteria decision-making problem because it involves several alternatives and criteria that must be considered simultaneously. The research data were obtained through field observations, interviews with village officials, and documentation of road development data. The study used eight alternative road sections and five assessment criteria, namely road damage level, road length, number of affected households, access to public facilities, and estimated development cost. Road damage level, road length, number of affected households, and access to public facilities were categorized as benefit attributes, while estimated development cost was categorized as a cost attribute. The weights used were 0.30, 0.25, 0.20, 0.15, and 0.10, respectively. The MOORA method was carried out through the stages of decision matrix formation, matrix normalization, weighting, optimization value calculation, and alternative ranking. The results showed that alternative A1, Gang Sumur Gede Soko, obtained the highest optimization value of 0.424 and became the main priority for road development. The subsequent alternatives were A3 Gang MTS HM with a value of 0.357, A6 Gang Wiwik with 0.357, A5 Gang Masrap with 0.317, A4 Gang Basirah with 0.242, A8 Gang Khaer with 0.197, A2 Gang Kasmuri BPD with 0.142, and A7 Gang Sukadi with 0.051. These results indicate that the MOORA method can be used as a systematic, measurable, and transparent decision support approach to assist the village government in determining road infrastructure development priorities.
