Abstract
This research is an in-depth investigation of paradigm transformation related to the role of legal institutions with the aim of making it a more effective means of facilitating access to justice for people who are economically disadvantaged. The empirical method was chosen as the main approach in this study, with a focus on descriptive analysis, which means that this report describes or describes empirical facts in the field using normative analysis. The main legal basis in this study is the law (UU) and laws and regulations relating to legal aid for the poor. This research thoroughly investigates the legal provisions governing the right of access to legal aid institutions and the role of government in supporting this transformation. In this case, the Regulation of the Minister of Law and Human Rights is also an important foundation in discussing the mechanism for implementing renewed legal aid. One of the crucial elements in this research is the correspondence between the paradigm transformation of legal aid institutions and the concept of justice introduced by the philosopher John Rawls. The concept of justice as equality and protection of vulnerable groups in society is the basis for measuring the effectiveness of this transformation in providing more equitable access to legal justice. This research provides insight into the impact of changing the paradigm of legal aid institutions on access to justice for the poor. The empirical findings and analysis of John Rawls's concept of justice support the goal of expanding access to justice. This research encourages more inclusive changes in legal aid institutions to ensure equal access for all people, with a strong empirical and legal approach this research provides a comprehensive view of the transformation and its impact on the expected level of access to justice
