This study describes the changes in power transfer and government policy during Khulafaur Rasyidin's reign. The goal of this study is to describe the differences in Khulafaur Rasyidin's appointment process and governmental policy system. The study's findings examined the diversity of the power transfer system and the government's policies. During this period, Abu Bakar faced challenges from his friends' decisions and implemented a centralist government policy aimed at eliminating the murtad. On two occasions, Abu Bakar directly elected Umar ibn Khattab Yag, who upheld democratic principles and established institutions that regulated state administration and state law. The third is Ustman bin Affan, who was elected by the government and was able to build a strong legal system and rewrite the Quran. The fourth is Ali bin Abi Thalib, whose government policy was to improve the government pattern and compile the country's archives. The political forms of Khulafaur Rasyidin's government have greatly influenced Islamic civilization, enabling Islam to stand upright and firm today. They are ideal leaders who must be integrated into the government system. We hope the Indonesian government system will follow in their footsteps.
