Abstract

Gratification and illegal levies (pungli) are serious issues that can undermine the integrity and public trust in public institutions, including the Office of Religious Affairs (KUA). These practices often occur in the administrative processes of public services, including marriage, which should operate transparently and accountably. This study aims to analyze the forms of gratification and pungli occurring at KUA Lowokwaru, as well as the measures taken to prevent and eradicate these practices. Using a case study approach, the research collects data through interviews with penghulu, KUA staff, and the community members utilizing KUA services. The findings reveal that effective socialization, transparency in payment processes, and collaboration with law enforcement are key in creating an environment free from gratification and pungli. This research is expected to provide recommendations for other KUAs in addressing similar issues and improving the quality of public services.
