This study aims to explore the importance of pedagogical competence as a fundamental provision for pre-service teachers in preparing themselves to become professional educators, particularly within the context of education in Indonesia and madrasahs. Pedagogical competence serves as an essential foundation that enables prospective teachers to understand students’ characteristics, design effective learning activities, and create meaningful learning experiences. This research employs a qualitative method using a literature review approach. Data sources are drawn from various scholarly works discussing pedagogical competence among teachers and pre-service teachers. The reviewed literature includes national journal articles, reference books, and relevant educational policy documents published within the last ten years. The research instruments consist of documentation guidelines and literature analysis sheets used to examine the content and findings of each source. Data analysis is conducted through data reduction, data presentation, and conclusion drawing by comparing and synthesizing findings from previous studies. The results indicate that pedagogical competence plays a crucial role in supporting teacher professionalism, particularly in understanding learners, implementing well-planned instruction, and conducting appropriate learning evaluations. For pre-service teachers, early mastery of pedagogical competence becomes a key foundation in developing professional readiness. Therefore, strengthening pedagogical competence should continuously be promoted through teacher education programs and educational policies to enhance the quality of learning and overall educational outcomes.
