Abstract

Public goods are goods that are collectively consumed by all levels of society. Public goods are obtained without cost (non-excludable) and without competition (non-rivalry). This concept of collective consumption illustrates the idea that some goods have benefits that can be enjoyed by many people simultaneously. The purpose of writing this article is to find out the concept of public goods and the government's challenges in equalizing access. The type of research in this study is library research, which is research through literature or literature studies. Equitable access to public goods is a fundamental responsibility of the government in ensuring social justice and public welfare. However, various challenges such as the free rider phenomenon, budget constraints, geographical disparities, and weaknesses in governance are serious obstacles in realizing fair and equitable distribution. For this reason, the strategy of equitable distribution of public goods requires responsive, efficient, and data-based policies, accompanied by the use of digital technology, strengthening budget supervision, and active community involvement. These steps are important to improve accountability and strengthen the role of the state in realizing fair and equitable public services for all citizens.
