The Dependence of Zakat Recipients in Productive Zakat Programs
A Case Study of MSME Aid Recipients in Kasri Village, Pandaan Subdistrict, Pasuruan Regency

The productive zakat program is expected to empower mustahik so that they are no longer dependent on aid, and can even transform into muzakki in the future. This study aims to analyze the level of dependency of mustahik on productive zakat assistance and identify problems in program implementation that hinder the achievement of mustahik's economic independence. This study uses a qualitative method with a descriptive approach to deeply understand the phenomenon of mustahik's dependency in the productive zakat program on MSME aid recipients. Primary data collection techniques include observation and interviews, while secondary data are from literature in the form of journals and articles. The results of the study indicate that the productive zakat program in Kasri Village, Pandaan District, Pasuruan Regency has provided benefits in helping the sustainability of mustahik businesses, especially small-scale MSMEs. However, the level of dependency of mustahik on aid is still quite high, as indicated by low independence in business management and income. The main factors influencing this condition include limited managerial capabilities, lack of intensive mentoring from zakat management institutions, and minimal market access and business development. Therefore, strengthening strategies are needed for mustahik independence.
