People’s Business Credit (Kredit Usaha Rakyat/KUR) is a government program aimed at increasing access to financing for Micro, Small, and Medium Enterprises (MSMEs). However, in practice, many MSME actors still prefer using online loans rather than KUR. This study aims to identify the factors that cause MSME actors to prefer online loans over People’s Business Credit. This research uses a qualitative research method with descriptive specifications and a normative-sociological approach. The data sources were obtained through library research, including laws and regulations, scientific journals, books, and various other literature relevant to the study. The results of the study indicate that several factors cause MSME actors to prefer online loans over KUR. These factors include the requirement that businesses must have operated for at least six months, the lengthy process of KUR application and disbursement, complicated administrative procedures, low public financial literacy, and poor credit history that affects KUR eligibility through the Financial Information Service System (SLIK) checking process. On the other hand, online loans are considered easier to access, have a faster process, and require simpler administrative requirements. Based on the findings, it can be concluded that administrative and procedural barriers in accessing KUR are the main reasons why MSME actors prefer online loans. Therefore, it is necessary to simplify KUR application procedures, improve public financial literacy, and optimize financing services so that access to KUR can become more effective and well-targeted for MSME actors.
