Reading proficiency is the cornerstone for every student in assimilating knowledge and stimulating critical thinking. However, the education sector in Indonesia is currently facing a critical issue: declining literacy rates among adolescents, as evidenced by low reading engagement and a significant drop in PISA scores. This study employs a qualitative descriptive method through relevant literature review and comparative analysis of real-world conditions in the field. The findings confirm that this literacy crisis is driven by multidimensional factors encompassing both internal and external dimensions. Internally, the primary challenges stem from a lack of intrinsic motivation and the absence of established reading habits from an early age. Externally, the massive penetration of digital devices has fueled a trend of shallow reading, exacerbated by limited access to quality books and teachers’ teaching patterns that tend to be conventional due to weak TPACK competencies. As a transformative solution, enhancing teachers’ digital and pedagogical capabilities is absolutely essential through the implementation of multimodal learning and the optimization of e-learning. Additionally, modernizing school libraries toward a digital-based model and strengthening literacy synergy with families at home are crucial pillars in sustainably reviving students’ culture of critical reading.
