Corruption remains an unresolved challenge in Indonesia, inflicting damage not only upon state finances but also upon governmental integrity and the nation’s collective moral fabric. This work seeks to explore the conception of justice embedded in the Qur’an as an ethical and moral compass for cultivating anti-corruption values, with a particular focus on thematic analysis of QS. An-Nisa verse 135 and QS. Al-Maidah verse 8. A library-based approach grounded in thematic Qur’anic interpretation (tafsir maudhu’i) is employed. The findings reveal that QS. Al-Maidah verse 8 serves as a normative guide directing law enforcement authorities to uphold objectivity in corruption cases, free from political pressures, personal biases, or group-based subjectivity. QS. An-Nisa verse 135, meanwhile, establishes a robust foundation for combating nepotism by insisting on unconditional legal impartiality—even when applied to oneself or close relatives. Taken together, both verses foster spiritual intelligence that shields individuals from corrupt impulses, including excessive attachment to worldly pursuits (hubbud dunya). It is concluded that deeply internalizing the justice principles conveyed by these two verses is fundamental to constructing a legal ecosystem that is clean, transparent, and capable of delivering genuine welfare for all members of society.
