Abstract

The Public Housing Savings (Tapera) is a government initiative that aims to collect and provide funds over a long period of time at an affordable cost, to support the financing of decent and affordable housing for its participants. The legal basis for Tapera is stated in Article 28 H paragraph (1) of the 1945 Constitution and is further regulated in Government Regulation Number 21 of 2024 which amends Government Regulation Number 25 of 2020 regarding the implementation of Tapera. Tapera has five committees, namely the Minister of PUPR, Minister of Finance, Minister of Manpower, Members of the OJK Board of Commissioners, and other professionals. This committee is involved in managing Tapera to help formulate regulations and management is carried out by the Tapera Management Agency or BP Tapera. Tapera participants are workers and independent workers with an income of at least the minimum wage and a minimum age of 20 years. The amount of deposits or contributions for Tapera participants is 3% of the salary or income of worker participants, and for independent worker participants. The Tapera program is expected to reduce the housing backlog in Indonesia and encourage equitable housing development for the working community, towards Indonesia's golden generation in 2045.
