Abstract
Along with developments, problems always occur on state campuses every year. Access to learning that is less effective becomes a debate among students about who is responsible. The making of this article was written to reveal the qualifications and competencies that exist in teaching lecturers. Issues that have shaken the students, of course, invite criticism of Indonesian legal entities. As legal children who are certainly aware of the law, it is very necessary for us to criticize the problems that occur, especially in teaching. I had read about what HR is like, which can be developed for a production system. This research on human resources as teaching staff at PTN-BH was raised because of the dissatisfaction of students who did not receive full rights as students. Learning only relies on attendance, monotonous learning and abuse of lecturers' authority over students. Of course, the qualifications above are motivated to carry out this research which is based on the results of student qualifications and quantitative methods. Several universities have been seen trying to utilize their intellectual capital. It is interesting to conclude that the policy regarding PTN-BH was re-emphasized with the enactment of Government Regulation Number 4 of 2014 concerning the Implementation of Higher Education and Management of Higher Education. The organizational structure outside of these four elements is left to the policies and needs of each PTN-BH, thereby resulting in the opening up of diversity. The Assessment of Work Behavior and the Assessment of Work Objectives of PNS are combined in evaluating the work performance of PNS.
